Front E-Brake question on 68 charger?

I am trying to put my e-brake back together & can not figure out how the e-brake cable goes back together. I understand how the end connects to the pedal it self. The location in the picture is the driverside fenderwell looking at the place where the bracket does not make any sense to me. It has to be held back, but by what?? Any help would be great. Thanks

there is a special type grommet that is made  out of a metal like  washer covered with rubber  with metal tabs to bend over once pushed through the  fender well  to hold it in place. i hope that makes seance . year one sell them & all the other resto parts companies sell them i would of thought.
  i would not bother trying to get one off a car being parted out , as it is might be rusty and  may  crumble when removed or the metal tabs might snap off.   the new grommet is pushed in to place from the inside & the metal tabs are bent back on the fender well side. or might be the other way round.
