The 1969 Charger had a large black cover over the tail lamps inside the trunk.  Did the 1968 Charger have the same cover?

Correct, the '68's did not have the cover.

And, the covers are different between the 69s and 70s.

The 70 cover is deeper due to the taillight housing change.

From my experience, it's a little different...

Early- to mid-1969 model Chargers had a deeper cover, as the "eyebrows" of the taillight housing were longer to cover the taillight socket/wiring.

Late-1969 model year and all 1970 Chargers had a slightly narrower (less deep) cover, when they made the change to shorter "eyebrows" on the housings.

IIRC, the style currently being reproduced is the shorter style, which means early- & mid-'69 owners are stuck with either changing out the housings to the later style or trying to find a good used deep cover.
