Carb Question

When you step on the gas pedal, should the flaps on the top of the carb open up? When I press the gas pedal, the flaps dont open and when I open the back flap and press the gas pedal, the back barrels barely open. Whats wrong with it? If it helps, I have a Carter AVS carb

the top most flap on the carb is the choke.  it sits above the primarys.  is that what you mean?  if so it depends on what kind of choke system youve got as to when it will be open and closed.

And as for the back flap,  AVS stands for "Air Valve Secondary" and what it means is that that "flap" (Carter referred to it as an "air door" IIRC but flap works) has to have airflow going over it before it will open.  You aren't at this point yet, but once you get things up and running, you will also notice that the flap on the back is spring loaded.  There is an adjustment on the side of the flap to control how much spring presuure there is to overcome before your secondary side comes into operation.
As for the secondary throttle opening, make sure the choke is open when you check them.  Yes, they should be opening all the way.  They won't start to open until the primary blades are cracked about a 1/4 to 1/2 inch (forget the spec) and then they should begin to move until they are wide open.  You may need to adjust the linkage to get them right.
