'70 Hemi Charger question

Reading over the info board that was posted next to a '70 Hemi Charger at a local show last weekend had me wondering about this.
112 built .. 42 were for street use. So the others were for what exactly?  Did they all have a proper vin?  Anything special about the other 70 or were they no different essentially than the other 42? Just curious.

That board is very misleading, I wouldn't pay much attention to that.  I do know the car though and its gorgeous isn't it?

The owner of this particular 70 was a regional director for the National Hemi Owners back in the dark ages of the early 80's and I think this was information he was given back when we were all kind of guessing.

I really think it is a great question. Of the 112 Hemi Chargers built in 1970 how many were either given away or used by race teams. Did Chrysler "count" those giveaway cars as production units?
