Looks like some kind of wire mesh painted black or something?  I've never seen it but think it looks kinda cool.

It's designed to keep bats out of the engine compartment.  ?  ? Maybe. ?

Seriously, it's probably some kind of lexon, custom cut, to give the car the full black out look. Lots of companies make these for the modern Challenger, front and back, to give them the black out look.

Sold my Charger unfortunately....never got it finished.
