This was in my old long gone 70 Charger RT.
I have heard no chatter about these and a search came up very sparse. Were they only for one year? Are the made by aftermarket suppliers?

I believe all 69 and 70 Chargers had these...

69-70 part. I do believe that someone at some point did make them but I cannot remember who nor if they are still making them.

Keep in mind when looking for one that they made 2 different panels. There are 2 different taillight housings, one is deeper than the other thus needed a deeper finish panel.
