I can't quite make out the lettering,  ( think it's PGCCG or along those lines), but I think the lettering says "Youth Safety Race"  and underneath the car name and #.

Appears to be out west, as noted by the Palm Trees and SW style roofing.
The poster on Challenger Talk is fr L.A. area so it's likely California.

On second look could be PACCO .
I'm sure the RED DOG on Challenger Talk could provide some more detail surrounding that picture.

The flag all the way to the right is the California state flag.  So California sounds very plausible.

Looks like "PACCC Youth Safety ***" so I googled it and came up with "Police Advisory Council for Car Clubs (PACCC)" which has an annual "Youth Safety Run".

The building in the background wouldn't necessarily have to be a government building. It could be a hotel.

Really nice information and find on the PACCC.

If the stickers on the door say "PACCC Youth Safety Run", the driver's name on the top, and something like "Advance 1" on the bottom. Perhaps the car was used by the promoters as a organizational vehicle while the kids were trying to get the best mileage. Reading the article, just boys? The girl in the 1972 picture shows women being accepted by 1972?

Maybe the building behind is a city hall.
