The indicated "wiring loom holder" was mounted next to the starter cable brackets.
I found this thread, where it shows the mounting locations for 3 of the brackets: http://www.dodgecharger.com/forum/index.php?topic=43738.0

Can anyone identify the fourth? It has original paint on it, so I'm pretty sure it goes with the car.

Pretty sure that mounts on the back of the alternator...
