Title: Seal and paint or sand ,seal and paint?

This car is like many I've seen with the clearcoat coming off.Does the car have to be sanded down to the colorcoat before repainting?

definately sand down to the colorcoat. with that clearcoat coming off if you paint over it it could have the same problem its got now.
