I would suspect tie down points for the delivery trailer..
Someplace, don't remember where, they where called "gas tank skids".
I've heard them call skid plates too.
Seems appropriate for their placement.

Come on folks, the tank and even the exhaust is lower than these brackets. Tie downs for transport..
Those are the exhaust tip hanger brackets for 68-70 charger.
May not do a lot other than as a hanger point for exhaust but..... here's what dodge called it....
