I installed a new M&H dash wiring harness and all plugs went on switches one way except flasher wiring plug. Is it correct to have red wire on bottom? Also what are these other holes for on side of dash frame bolt clips I am pointing at?

My car (69) does not have the hole you're point out.  Maybe a former owner was doing something, though I can't imagine what.  I'd put a dab of seam sealer on it or just leave it as is, I can't see that it would hurt anything.
