first I've ever heard of "running them around the track twice".  Also, first I ever heard that a NASCAR guy walked and hand counted them.   

Most likely Chrysler had to produce a serialized list of VIN numbers for NASCAR inspection.

What doesn't make sense is that the same "NASCAR guy" would have had to go walk and hand count Ford's - because there is NO WAY Chrysler would have to go through the hoops to transport 500 cars to a track and not demand Ford and GM have to do the same.

Bottomline - I call Bullsh*t on "running 500 cars around the track" to get to a number of 500.

Certification of the production cars was handled by the Automobile Competition Commitee of the United States (ACCUS, the American arm of the FIA).   Manufacturers no doubt submitted lists of cars to ACCUS who verified them, most likely by spot checking dealers or perhaps some bulk visual inspection.   I do not see how it would be possible to hand count each car due to shipping schedules.

Once ACCUS certified that the production requirements were met, the information flowed to NASCAR and other sanctioning bodies under the ACCUS umbrella.

On a unrelated note .I came across a old newspaper article .That mentioned I think listed 500 / Daytona amounts numbers on this link through out this article

Theres mention of a 69 Charger 500 Nov 11/68 is stolen from Union oil gas station No mention of it being a 426 car .Nov 11/68 Charger 500 debuts in Honloulu HI.It mentions the Pete Hamilton Detroit show but I had that on here previously.Take a look at numbers of 500s/Daytona Quote a list of #240 C-500s models and dealers.The other number is #540 maybe for the daytona.If Im reading this right .Which they maybe also call a Charger 500 submitted to Bill France at Nascar all from same paper and story printed it out in sections.Time lines for the C-500 development -Mentions Sep 68 Bud Lindeman road tested a 500 which is a Hemi 500 Video on youtube currently
