72/73 seat belt installation question?

We're having some issues with installing the front seat belts in our 73.  Its a 72 50/50 bench seat, but I believe its the same as a 73 seat.  The seat cover is from Legendary.  Are there supposed to be slots in the material through which to pass the lap belts?  The service manual seems to show that.
