You must have 12 V on coil brown wire at start moment and maybe 9 Volts on Run key position.

If You have 12V there then Switch is Good... if not, you have loosen plug down steering column, loosen harness or terminal at bulkhead conector or damaged switch ( beside some broke point on brown wire )

If you have  9V ( or so ), also switch and ballast are good... if don't you, then same fails as above, beside maybe ballast or plugs related damaged. Check if you have 12V at alt blue wire brush... that would mean you have good switch and wires also up to ballast.

You don't have constant power on black wire since is just a signal that close circuit on coil to make the spark... I think the signal power is Negative not positive, but is only for the instance the reluctor points pass in front of magnet coil inside the distribuitor... pick up coil inside the dist sends magnetick signal to ECU module and this is the source of the signal to spark to coil throught black wire.

There is TWO tipical fails on this sistem, easy to save... just loosen plugs ate ECU module and pick up plug ( L rubber shaped plug with male and female bullet kind terminals ).

I think ( not sure, never have tried ) you can test coil just grounding the negative terminal like points trying to make sparks trought the coil/dist wire, simulating the Ignition system.

A good dist pick up coil have continuity between terminals, between 170 and 300 Ohms If I remember right.

One way to know ECU has a good ground, is check continuity between 4th terminal of module and BODY Chassis ( firewall or screw itself ).
