Never seen it before either.
Maybe it never made it on the air? Seems strange that no one seems to remember it and it has only surfaced recently.

more pictures of the  bronze 69  R/T SE  promo car,  think there is more than one thread on this car on here somewhere ,  depicting  the none 69 production parts ( a number of 68 parts on the car )  I see 68 fenders now or at least in the under hood shot ( Ive lightened the original), although it has a hemi ... wonder if this is the 100mph hitting a wall crash test charger .
 anyways just out of curiosity , I wonder if any really early build 69 chargers had the rear defogger switch located in the 68 location! if so what bezel did they use I wonder  ...  looks like they made at least one an SE  with the 68 charger location.  I ask this  because , my original dash frame  does not have a hole or blanking plate in the 69  defogger switch location , anyone have a 69 charger  earlier SPD than B22 with a rear defogger ! where is your switch located ?

Keep in mind, these cars were likely built at the Clairpointe pre-production plant. They'd have many parts that wouldn't make it to the assembly line.
