The shorter armrest bases were used on 68-70 Roadrunners, GTX's, Superbees. The longer ones were used on the 66-67 Coronets and 68-70 Chargers. I think it was just one of those "upscale" interior things for the Charger.

66-67 Chargers had the longer bases as well, although I think the 66-67 Coronets had the short ones like later Coronets.  I think C-bodies use the longer ones too.
