what is the difference between 69 charger and 70 Charger head rest?

Just guessing...

70 head rest , built in to the seat ( part of the seat, high back buckets?)
69 head rest , separate unit, sliding in to the top of the seat.

Not any of the '70 Charger seats I've seen.  All high back buckets, no separate headrests.

The ad doesn't mention Charger headrests or bucket seat head rests. Could be other b-body or bench seat head rests.

70 Charger head rest had to come from a bench seat only as the buckets were high back

Charger-Bodie

70 bench seats had headrests. I think the posts are longer.
68 Charger R/t white with black v/t and red tailstripe. 440 4 speed ,black interior
68 383 auto with a/c and power windows. Now 440 4 speed jj1 gold black interior .
My Charger is a hybrid car, it burns gas and rubber............

Bench & bucket head rests differ in the length of the posts.  Bench seat headrests had 2 different length posts while bucket seat ones had equal length posts.

TI believe bench can be used in bucket seats by cutting down the  longer post & re notching it to match the shorter one...  :Twocents:
