A/C Dual Center Vent Resto ?

I have the center A/C Vents for my 68 Charger. The vents have all the tabs but one or two don't move, I don't want to start playing with it.  
The silver is also worn off the edges. It looks like someone tried to repaint it.

Does anyone know who restores A/C vents ??
