2 bolts in steering column housing ?

Putting my steering coluMN back together and can't for the life of me figure out what the 2 screws in smaller column housing are for ( number 19-14-21) . They go in threw the back of the first housing only and go into nothing at all. Are these just there for column shift cars ?  Mine is a floor shift

ahhh I found another digram . They are supposed to slide into the column jacket and then get tightened.

are you referring to the square headed black bolts that go on the column tube and tighten down to the housing?   :2thumbs:
