This is a new starter.  Sounds like the Bendix solenoid is going in and out.  There isn't any grinding sound, and the motor sounds like it is evenly cranking.  I took it out and stuck another starter from a '98 Ram in it and it sounds normal.  Listen to the video.  What do you think?

almost sounds like its intermittently losing full voltage?  Almost like when the battery doesn't have enough power to fully crank the engine...

Definatly not spinning fast enough in my opinion for a mini starter on a llw compression engine.

Sounds like that to me too... Not enough amps to keep the solenoid engage...

Maybe I'll put it back in and measure voltage at the starter.  I think 9volts is what it should be cranking.  That sound right?

Might drop to 9 on initial hit, but should easily stay in the mid 10s spinning over on a 65 series battery. Also check amp draw. Verify good ground.
