1972 Lower Rear Quarter Panel Tabs??

Just wondering if these to tabs in the red box should be visible or bent up and out of sight. Also, do they serve a purpose? Thanks in advance.

I thought those tabs had holes in them, and were used to locate the panel in the correct position for correct welding?
Like in the 1/4 and trunk extention panels.

Thanks for the reply, I didn't see any holes in them but they did look like there was an inner and outer piece.

yes definitelly there are two pieces there: the quarter panel skin and the trunk floor extension coming from trunk floor and droping down to meet the bottom of quarter
