Rocker repair or replace

Hey 👋
A little rott on the rocker under the post on the passenger side pulled a rodents nest out
Not sure to replace outer skin or patch the hole,there may be rust on the inside; any thoughts?
Could a rustproofer/encapsulater be used?

Since it's structural is it ok to cut and patch would that be as strong?

If the rest of the rocker is solid it's fine , but if it's thin from inside rust, I'd be Leary.
