Missing Steering Column "Locknut" ???

Hey guys!

Today I figured out that I would be able to pull the steering, even if steering column is bolted on....

I checked the engine compartment and found a kind of missing "locknut". I hope this is the correct english word....

Please check the pictures and tell me how is the correct english word...

Is this a screw or some sort of pin?

Where I can buy this or could I build one on my own?

Maybe some of you can provide close up pictures....

It's a bolt that just threads into the plastic collar.
