I have a 1969 charger 383 base...nothing high end.  the instrument cluster has never had a correct guage in the tach/clock spot.  just an after market p.o.s. tach.  trying to figure out if the base charger came with the tic tac guage or just a clock.    my speedo is in all white....no red.  im guessing, based on what I've seen, that the all white clock was installed originally, and not the white/red tic tac combo.

70 sublime

For a base Charger a blank was standard and the clock was option and tac was a better option
next project 70 Charger FJ5 green

You are correct Brian.  For '69 it was the clock standard or the tach/clock optional.....no blank till the '70 model year
