1970 steering wheel differences? (horn ring type)

A friend of mine is trying to figure out which wheel is correct for his 1970 RR.  The build sheet calls out for the padded partial horn ring setup:



He's got a pad/ring but he is tracking down the wheel itself.  


The plastic wheels that are correct for the 69-down column size are usually listed as '68-70 items.  




But there are also a few of those (horn ring type) plastic wheels that have a bigger plastic center area - those look correct for the larger 1970 column.  All the ones like that (larger center) which I've seen are also pebble-grain textured.    




Which wheel should my friend be after?  The smaller 68-70 one, or the 1970-up?

'69 and 70 wheels are different. '69 is smooth and a bit smaller in diameter (grip, not wheel). The '70 has grain. I got one of each thru PG Classics 2 years or more back. Would suspect B&E in the usa would have the same, since they seem to be the same company, or at least sell the same part numbers.

The wheel that is called "68-70" was not used in any 1970 cars?  Or just not RRs? 

Was the horn pad/ring assy interchangeable between the '69 wheel and the '70?

My understanding is the '69 wheel is smooth.. no grain and the 70 has grain. All I can go by is my '69 Bee and '70 Bird that both had their OE wheels in them. Both cracked and after looking into repair costs I ordered a repop for both and they were year specific at PG. Only place I found them..

Here's a picture of the '69 pad.. I'll have to go look, but the '69 has a double stitch line vs (fairly certain) a single of the '70 and different grain and the pad "spoke ends" roll up on 69 and down on 70.

Here yah go..  69 wheel smooth with an approx. 3" center boss. 70 grained with about a 3 15/16 center boss. The horn rings, the 69 ring is exposed at the spoke ends of the pad, the 70 the pad wraps around he horn ring to hide the ends. 69 double stitch and 70 single like I thought.

Okay, thanks again. 

My friend is taking over somebody else's resto.  The previous shop was dragging their feet and goofing up details.  He got the car with a raggedy cracked 1970 wheel on it (maybe the original) and a freshly restored '69-looking wheel assembly in a box.  I guess we'll see what all needs to be bought to make it right.
