New shackles doesnt fit?

Got this new (And expensive) shackle kit from Hotchkis:

Now when installing it and tightening the nut, the shackles are very loose, I can wiggle them around with my finger.
Its missing about 2mm before going tight against the bushing.
The shackle on the nut end have a smaller hole that locks against the bolt, so I cannot tighten it any further.

Shouldnt a shackle be tight, what am i missing here?
I dont feel like grinding the bolt or put in extra washers to make new Shackles fit. :-\

Upper or lower bolt? Lower bolt isn't torqued all the way down yet.

I just hanged the lower bolt there for reference. :)
The upper bolt is torqued to specs and still I can wiggle the right Shackle piece, its loose.
No answer from Hotchkis either.

Looks like I am going to remove 2mm of material on the locking end of the bolt.

I don't think there should be washers on those bolts?

Edit: sorry misread, bolts are actually too long if I understand correctly

Yep, bolts too long, if i remove washers there will be even more space to wiggle.

The bolt material is quite soft so I can shave off about 2mm in the mill.
Though new shackles for $100....  :icon_smile_blackeye:
