Saginaw Power Steering Pump Cap

Can anyone tell me if the cap on a late 1968 Saginaw power steering pump was unfinished or painted black?  I'm restoring the pump and just need to know whether to paint or plate the cap.  My cap had black paint on it but the paint came off during the degreasing process.  I'm not sure if this is the original pump or a rebuilt core.  I've attached a couple pictures of my cap for reference.

I know 69 and 70 were painted black.....I'm assuming the '68's were as well.
A lot of people don't paint the caps during a resto because the paint flakes off and they appear that they were never painted - but they were.
