they came natural.

The ones that are black may have been natural finish but were probably painted to cover the aged appearance.

Some could also look black because of undercoating.

The underside was undercoated after assembly, so if a tank is replaced, and the straps simply re-used without being striped of undercoating, they would appear black against the new metal of the replacement tank.
