Headlight door vacuum actuator

1968 Charger.
A while back I tested the actuators and they seemed fine.
I finally have the grill assembled and I am having problems with one of the vacuum actuators now.
It extends but only retracts half way.
It is holding vacuum but seems to get stuck.
I don't see any way to open it.
Can it be lubricated?
Any Suggestions would be welcome.

I see no way of servicing the vacuum pods.  I just kept buying them on ebay until I got units that worked to my satisfaction.  The best solution is to convert to electric motors, but that kit is pricey...
