Like planting Victory Gardens.
Preparations from the individual up.
How I can prepare myself to not be a burden on my community in a second wave
How can my community prepare so as to not be a burden on the State.
How can my State prepare to help other States?

Right now, my State has an incredible surplus of pigs. Local restaurants should be cooking and canning pork to keep staff working. That canned pork should be stuck on with LTL loads and sent to food banks around the country.

I plant my garden and let the weeds go until the end of June. Then I hoe, let the weeds dry in the Sun for a couple days and cover the garden with straw.

After that, I don't have to weed, if it rains once per week, I don't have to water. In the Fall, I till the straw into the garden to help keep it loose and to hold moisture.  There are weeds that come up next to the veggies, so when I get a phone call, I sit in the garden with the cordless and hand pick the weeds coming up next to the veggies.

  I've been talking to some of my snow bird friends who are concerned about returning north. Seems some worry about their less than ideal heath and possible C-19 exposure. I've told them to factor hurricane season and possible dire ramifications vs a trip home to what is a nicer home in a less dense packed area with zero hurricane probability.  :scratchchin:

Science is just observation and hypothesis.  Policy stands in the way.........
