Who in their right mind would say

Science is just observation and hypothesis.  Policy stands in the way.........

Or maybe it protects us. 

I suppose it depends on the specific case.....

cars typically were ACTUALLY built a week prior or up to a month+ after its fender tag coded SPD (Scheduled Production Date)

if you have a broadcast sheet from a St. Louis assembled '69 Charger, I can tell you when it was ACTUALLY "In Plant/In Process" at the plant (& I'm working on the Hamtramck data)
