Dash Frame Restoration and Paint

I'm at the point where I am going to start in on my dash. I have the dash out of the car and completely stripped down to just the bare metal frame.

It's slightly rusty in a few spots. Any recommendations on how to blast it (or if I should not bead blast it) and paint? And paint recommendations? I have the OER spray cans for interior paint but it is for plastic and doesn't adhere to well to metal. I have compressor but no paint gun, but could get one easy enough if that's the best way.

Car interior is 69 650 saddle tan.

For interior pieces, I usually use Eastwood products.
