Frame kinked...

A few years ago, I went to get my '70 aligned.  The shop did it, but told me they couldn't get it quite right because they ran out of threads on the driver side tie rod.

This winter, I believe I discovered why:
On my driver's side front frame rail, I discovered a seemingly minor kink (if a frame kink can be considered minor).

My question:
Assuming that there are no other problems to be encountered, what cost am I looking at to get the kink straightened on a frame machine?

What type of disassembly would be required?  Front bumper, fenders, rear bumper?

sounds like the steering wheel needs to be pulled off & centered so the tie rod adjusters are = left & right side

The wheels are not in perfect alignment with each other.

I get that, set the total toe & then pull the steering wheel to get it centered

take some pictures of your left & right tie rod adjusters I bet one side is all the way short & the other side is much longer due to a bad alignment job

also get some pictures of the kink, when the frame rail were stamped out they can have some kinks,wrinkles in them, it would have to be bent REAL bad for what you are describing
