1 to 2 shift is good, 2 to 3 shift takes too long.

This is a 46RH in my 72 Charger. I am using a Bouchillon kick down cable kit which is easily adjustable. Under normal city driving the 1 to 2 shift is occurring just over 10 MPH, the 2 to 3 shift doesn't occur till over 35 MPH. If I adjust the cable to bring in the 2 to 3 at 30 MPH the 1 to 2 shift is so quick you almost cant feel it. The best I can get is the 1 to 2 around 5MPH and the 2 to 3 just over 30 MPH. It has been this way since the governor broke and was replaced a couple of years ago. Before that the shift points were much closer together like they should be.  Could the governor be causing this issue?

If the problem started with the governor replacement, and nothing else was done, it's logical to assume the governor is the problem. A gauge hooked to the governor pressure test port will tell for sure.
Pardon me but my karma just ran over your dogma.

I was hoping you would chime in here John. Are there different governors for different applications? I do have my pressure switches that control lock up converter and over drive engagement plumbed in to the very top port on the passenger side of the transmission. I can't imagine they would be causing any problems, they're sealed.

What kind of pressures should I expect to see with a pressure gauge hook to the governor test port? Is that something I should bring into the passenger compartment and look at while it's shifting?

Governor pressure should be around 1 psi for every mph. Yes there are different governors for different applications but you problem leans toward a malfunction or perhaps a mismatch of parts. Has a shift kit been installed?

Yes it does have a shift kit. Does the governor control line pressure? The car has 3.91 gears and 28" tall tires also.
