Is it ok to powder coat them?

i dont see why not....just mask off the area where the pivot and the casing are at the top as not to get any inside of it

I would mask off the splined area too - you'll never get the wiper arms installed again otherwise.

This is a good rule of thumb for anything being powder coated. And another thing to remember is that powder coating will pretty much glue any pivot point together if there is a close tolerance between the two parts. When there are moving parts involved I try to stick with paint or plating whenever possible.
