What is the material used between the fender and the engine compartment inner fender where the fender bolts up? Is it butyl sealer? Where can I buy the correct sealer?

Butyl never drys, I think 3M "drip check" would be correct.

It's actually just regular autobody seam sealer from a caulk gun. It was applied before the fender was installed, allowing it to "ooze" out of the gap when the fender was tightened so it looks sloppy. The seam sealer was then just painted over as the body was painted.
