CHARGER TAIL PANEL FACTORY ILLUS.,AND PAINT DEATIL,CONFUSING?

Got this sheet today from a friend ,it is from CHRYSLER GRAPHIC DESIGN,dated 5-20-68 ,it is a series of illustrations showing the areas of the tail panel to be painted,and with what kind of paint.It basically shows the break point for the black,but this is the confusing part.It says note: omit blackout paint application on dark color cars as follows: B7 , F8 , T6 , and X9.Is this possible,as I have not seen any 68 or 69 chargers, regardless of color,not having their tail panels painted? Also in the description for the color it says: (except st.louis plant) black organosol ,and below : says st.louis plant black low gloss enamel.I have seen the posts on this topic before showing the service bulliton calling for it to be organosol,but like the AARs and other cars that had the organosol on their hoods,the texture was very pronounced,but on many chargers I have seen ,and most that were original,even the survivor daytona at carlisle,it is very hard to see this grain in it,if any.Again,I know it has been posted with the technical data about this,but look at this info about the dark color cars not getting it at all.Just looking for some more input on this,as for all the years I have been into chargers,it just seems out of place to see organosol on the tail panel.I'm not trying to beat a dead horse on this,just want to make triple sure before  I paint mine again,as the color is to glossy anyway on mine now and needs to be flattened.Thanks guys.Hopefully you can see in the pics,because I do not have a scanner hooked up yet.

Paul, I have heard the plant specific type of black before but NEVER the omission of the black alltogether on dark colored cars!   I have never seen an original example this way either.
A friend had an unrestored 69 Hemi Charger in F8 green that has the tailpanel blacked out and it was definately NOT organasol......at least it didnt "feel" like it but who knows after all theses years maybe the paint "flattens out"???

PS---do you think you could send me some better pics of that for use on the registry site gallery?

intresting  infomation  (69OUR/TEA)  :thumbs: .  unusual never seen them any thing but black , not trying to hi jack this thread , when i striped the paint off  my tail light panel , there were 2 layers of black ,semi gloss  i guess that had been put on over the years , but under this was a quite a shiney black  :confused:, no texture to it   & under that it was completely   body color( original paint ) then original primer .
