No.  tape is used to lower temperatures within the engine bay, not for HP ratings.  Putting tape on some headers do void their warranty by their manufacturers though, just an FYI.

 In theroy, yes. Lower's under the hood temp. But my self can not see it with the car moving. Main thing is it will help the starter live. Asked a friend that races and he said to stay away from them Told me when oil get's on them they like to catch on fire.

Some of the insulating wrap makers claim that retaining heat in the headers increases exhaust flow velocity but I don't know if it's true or not.  It definitely helps to retain condensation and help the headers to rot out very quickly.
