Found this thing, next to the washer fluid res. on my neighbor's 98 Monty.   Any ideas what it might be?   Might add that it's a light green.   The black things are rubber.
I used to have a handle on life....but it broke off.

I believe thats the "Chick Magnet" ..... they were hidden internally by the factory prior to 1970 but after the womens movement federal law prohibited that practice.

Has the AC compressor ever been changed? 

This looks like a port cap off of a new AC compressor.  The compressor manufacturers put these on the ports to keep debris from entering during shipment and installation.
