here is your answer to your classified area. It just came to me... sometimes the simple answer is the correct answer.

You can allow people to lock and remove posts from THEIR OWN topics. So, If someone wants to post something for sale and doesn't want responses, then can simply click LOCK, if someone posts a stupid responce, they can delete that post.

they can basically moderate their own topics.

It's simple, and can be useful. What do you think?

Under "Members" and Permissions you should be able to set the board to whether it uses the global permissions or has a specific permission set. Using local permissions you can set every permission for every membergroup. So I would set that registered users can

Lock their own topic
delete their own Topic
and Delete replies in their own topic

Done :D
