hood turn signal delete plate ?????

on the hood turn signal delete plates there is supposed to be some type of foam/rubber pad on the back can some one tell me how thick and home much of the back of the delete plate it covers my originals are missing the foam? Also does the plate set recessed into the hood or is it supposed to be held up level to were the decal is applied to the hood?
