Banned for Open Proxy?

While travelling, I began to get the message "You have been banned from using this forum" and "Open Proxy".

This started while I was at a hotel in Dubai. I have no problem logging on with Internet Explorer, the problem is with Google Chrome.

Any suggestions?

Clear cookies and cache and see what happens

It's the IP address. Unfortunately I've had to block many countries due to the high percentage of spam/attacks. I also had to block most open and/or commercial proxy servers (they hide the real IP address) for the same reason. Once you get caught the forum software stores that in a cookie in your browser so, even after you fix the IP problem, you may still get the message that you are banned. Clearing the cache and cookies will solve that problem but not if any of the ban "triggers' are still getting tripped.
