Are the two gauge clusters the same?  Can you use gauges from 2nd gen in a 3rd gen cluster?
Now I haven't seen this in the flesh, I've only noticed in pics that they look the same.
Will the 2nd gen non-ralley tach fit in a third gen non-ralley dash in the spot for the clock?

To get the tach in a 2nd gen, you had to get the Rallye dash.  I don't think it would fit easily in the 3rd gen hole and personally, I think the 3rd gen tach would be much easier to see.  Of course, then you get into the whole thing about needing a 3rd gen Rallye dash.
If you can find one though, I think the 3rd gen had a superior instrument panel to the 2nd gens.  IMO.

This is the tach I'm wondering about:

I says for a "non-rally" 68-70 B-Body.  Aren't the Rally tachs round?

That one is for a Road Runner, GTX, Coronet RT.  I don't know if it would fit or not though.

as far I know that is an aftermarket one, not OEM.

try to fit on a standart 3rd gen cluster... I don't think so...I think 3rd gen Clock gauge/cut out is larger than that and that one is wider.
Venezuelan RT 74 400 4bbl, 727, 8.75 3.23 open. Now stroked with 440 crank and 3.55 SG. Here is the History and how is actually: http://www.dodgecharger.com/forum/index.php/topic,7603.0/all.html

It's likely aftermarket "made" if Paddock is selling them but it is "oem" style for the applications I mentioned.

They're made by redline gauges.
