I am about to be sick...
My poor old Charger is gonna need all the trunk drip rails replaced (again) along with some quarter panel patches due to rust. I guess the guys that restored this before didn't paint underneath after welding and I'm getting lots of rust erupting there. (I'll post pics later.)
I don't have the money to fix it at the moment so other than running a dehumidifier in the garage is there anything I can do to slow it down? It's already gone all the way through in some spots as evidenced by bubbles in the paint on the top side.

"OSPHO" saved my car for years. Highly acid based, watery it burns the rust black. If you keep applying and scrubbing you can get down to the metal. (I've used it for 25 years.) Reduce/halt raw rust and use Eastwood rust encapsulator to seal and you give years of delaying action. I see now they have an even better Platinum rust paint. I tested many paints like "Rust Bullet" by applying and later grinding off and really none can absorb into rust like ads may have you think.

I have similar issues to yours by the sounds of it, it'll be a while before I can fully restore/paint my car the 'right' way but in the meantime I don't want it getting worse.
I've heard great things about OSPHO per b5blue's comment, PrepnEtch is a similar product you can get at Home Depot which works the same way as it contains the same base chemical, phosphoric acid. Just be mindful of your future plans as both products can interact with certain primers/paints without being completely neutralized.

Another option that I just thought about could be Fluid Film (https://www.fluid-film.com (https://www.fluid-film.com)). It's a waxy coating usually used as an undercoat to protect against salt/water. It's non-permanent but great at stopping moisture and water intrusion.
I think your problem was due to pin holes in the welds.moisture gets in there then all hell breaks loose.
Patching the quarters again will be a risk of it happening again. Consider the full quarters especially if you have rust aroind the sail panels and back window.
At this point you could use some chainsaw oil and add some wax to it and spray up inside the quarters. It has good penetration and a little wax thickens it up. Not best thing for a vehicle that runs in the salt,but thats not your case.
Spray it with ospho and let it be until you can fix it. It's good stuff and easily removed.

Ace Hardware sells the quart bottles.
I just treated some light bleed through rust on the underside of my rockers with OSPHO, cleaned off a day later with a damp green scrubby and wiped dry. Top coated with Rust Encapsulator Platinum from Eastwood it's now sealed up nice. :2thumbs:

My 70 AMD 1/4s were actually thicker than the originals. Not by much though.

Awesome. Got some and have been using it on my Charger.....my truck....metal patio furniture..... I even used it to bleach out an oil stain on the street. Lol.
