My car did t have a horn when I got it. I had one laying around so im putting it in and find 1) Looks like it had two horns! Is that normal? Don't recall that on last car and '72 only has one 2) there is provision for two mount holes but if I try to put the one I have in the upper holes it contacts the AC lines. If I try the lower hole it hots the fender and will not line up.

Are 70 horns unique??

So it seems a question of WHICH horns. one I have mount isn't correct. not sure what it's off of

From the distance you got a Spartan horn and 68/70 should get prestolites? That could make a diff too.

I know the correct 68/70 horns are available nowdays as repro, not cheap thought.

3rd gens are Spartan horns as far I recall. Brackets are with nuts and get the bolt. And they fold to inside . While the prestolites don't get the nut since is on rad support and they fold outside

Should be a "Hi" and a "Lo"
Usually Prestolite - Spartans were used as well.

They were all date coded. They all have different mounting brackets to suit the car model.
I believe the horn relay went from under hood to under dash in '70.

They show E (70-71) and B body (67-71) to have the same brackets. I'm not sure this is correct. Will have to check the parts book.
No part #'s on horns - just manufacturer, Hi or Lo  and date. Date is usually Week/Year  Like 42 9

I just ordered a set of these last nite.  MH109 the bracket is folded out.( ones I need ) And the hole on the bracket the bolt goes thru it and the nut is in the radiator support .

MH108 the bracket is folded in. and the bracket is threaded to allow the bolt to come thru the radiator support and thread into the horn bracket

MH108 the bracket is folded in.

and I guess with the nut on bracket. because being folded in would be "hard" to reach the bolt, so the bolt goes the other way around.

You would be correct
