1974 Seat Belt operations question...

I have random, unpredictable luck with pulling out length on the floor roller of my seat belts, and even less success with how often the shoulder , rear roller will let out slack.

Is there some specific action I should be taking,
or something I can do to the mechanisms that causes this?

Venezuelan Cars didn't came out with the double retractor system, not even 3 points with fixed shoulder belts like earliers, just lap belt, so to build my 74 as USA specs I had to get them used. Once installed found the one I mounted on passenger side was acting like your ones, but driver side was coming out smooth. one year and a half since I haven't driven my car BUT latest times I was fasten my dirver seatbelt, was acting like the passenger side ( and your ones ). Since now will be pissing me off my own seatbelt, now will have to find the reason. Once I find the reason, will post.

I bet is needing somekind of lubrication, but not sure yet
