Are those holes in the metal? If so, that is probably a void in the metal during the casting process, maybe some impurity that gets revealed when machining is done.
I have a 340 crank that had a hole like that in a rod journal. My machinist said that as long as the edges were not raised that it won't pose a problem.
I don't know that I'd be as confident with a lifter that has the same condition, especially several of them. It would seem that if the company settles for substandard work from their foundry, I wouldn't have much confidence in their machining of the components.
